How long do automotive applications valid in Oregon? "All the world with different legal knowledge AUTO CLAIMS PLEASE ANSWER!?

I was in a car accident October 12, 2003 in Salem, Oregon, a little less than 4 years. I was driving and ended back the cause of my car to be pushed in the vehicle in front of me. My 2001 Dodge Neon was achieved. I had severe whiplash have consulted health care and could not go to work. He had a liability insurance and my insurance paid me nothing (I had insurance in the country) but are paid to other parties. I was told that he was guilty, because if someone is in Oregon rearend automatically your fault. Still I have a pain in my neck and was involved in a similar accident recently, but I was the person in front and my insurance (farmers) I said the party was responsible was, in fact, the vehicle that caused the first accident the whole car in the end. So I called the insurance to see countries who was responsible for the accident in 04 and they told me! I explained that this was incorrect. Should I hire a lawyer. Reopn How long do I have any?
